The main aim of this project is increasing the specific knowledge/improving skills of Municipal (City) Managers in the area of local economic development. Operational objectives of the project is to build capacity of municipal (city) managers for setting up a strategy for local economic development.
Within the project, 5 three-day seminars/workshops have been conducted in 62 municipalities, where local representatives participated in.
Topics covered by the workshops: I Introduction (1) Local self-government from the political perspective, (2) Creation of partnership(s) between local self-government, citizens, private sector, (3) Cooperation between local governments – inter-municipal cooperation, international cooperation, (4) What is sustainable development?; II Base for setting up the strategy (1) What is local economic development and what is it trying to achieve? (2) Process of Strategic planning, (3) Assessment of the local economy, (4) Formulation of the strategy for local economic development, (5) Inter-relations between other managing systems in the municipality, (6) Effects from the perspective of wider local or international milieu; III Content of the strategy (1) Selection of programmes and projects, and frequent problems/risks, (2) Improvement of business/entrepreneurial climate, (3) Municipal sites (public real estate)/locations for businesses, (4) Creating opportunities for local businesses growth, (5) Creating opportunities for setting up new businesses (SMEs creation), (6) (Creating environment for) Attracting investments, (7) Local taxes and contributions, (8) Administration and procedures, (9) Development of certain parts of the municipalities/cities, (10) Improvement of the quality of life/living, (11) Public land management, urban planning and constructions, (12) Improvement of communal infrastructure (roads, etc.), (13) Improvement of services (training of administrative staff, counseling services, etc.), (14) Targeting of certain sectors, IV Implementation of strategy and its financing (1) Implementation of strategy, (2) Financing in general, (3) Financing from the budget, (4) Financing through loans, (5) Financing from donations, (6) Social aspect, (7) Monitoring of strategy implementation.
